DescriptionThe minutes begin with an agreement that where the opinions of each party are known and agreements previously reached discussion would not be re-opened. The meeting concentrates on the new clauses to the bill; including a clause on interpretation; the effect of schedules; the incorporation of general enactments; the limits of the act; the rating of University and College property, incorporation of the Commissioners as a body corporate; the election by the senate of representatives; the election by the Corporation of representatives; levying of the improvement rate; temporary removal of limit of the improvement rate; payment of a bond debt; disqualification from parliamentary and municipal voting; transfer to the police of the powers exercised by the proctors; amendment of the Award Act, and the payment of the expenses of the act.
