TitleRegister of houses in clearance areas and individual houses unfit for habitation
DescriptionThese registers provide details of properties recommended for demolition or closure. There are three types of register, one recording details of individual properties in areas marked for clearance (slum clearance), a second recording details of individual properties deemed unsuitable for human habitation, often by the Medical Officer of Health, and an individual displacement register.
The fields for completion in each volume vary slightly due to changes in legislation or internal administration (for example the number of forms change) but the function and the information being recorded remains similar. Most volumes includes an alphabetical index by street name and are arranged either alphabetically by street name or by date of demolition or closure notice and each register records a reference number; address or situation of house, name and address of owner, lessee and mortgagee; and the name of the occupier.
As the paperwork then become specific the registers for area clearances record the section of act of 1957 under which action taken; result of action taken; number of residents to be displaced; reference to certificate of authorized officer as to count of residents; reference to notice served on owner, lessee, mortgagee and occupier, (form 14 or 24/form 17 or 26); reference to notice to quit, (form 17/22); dates of displacement of persons; reference to certificate of authorized officer as to said dates; if provision made for postponement, date of tenancy to council and rent payable by council; clearance order or demolition date of determination that house no longer required and date by which premises to be demolished; date fixed for vacation of house; date fixed for completion of demolition, date of demolition by owner; details of payments in respect of well maintained houses; if land acquired by agreement for compulsorily state particulars as to price or compensation; reference to CPO and date of confirmation by minister where land acquired compulsorily; reference to notice of intention to cleanse building from vermin (form 6/8); reference to notice to proceed with demolition after building cleansed from vermin, (form 6A/9); date of demolition of buildings by local authority; net expenses recoverable; information as to any re-housing; particulars as to disposal of land.
The registers recording details of individual properties deemed unsuitable for human habitation then record the date of eviction notice served (form no 4); undertaking given that house will cease to be used for human habitation or that works will be carried out to render the house fit for human habitation; whether the undertaking accepted by the council; whether the undertaking carried out to the satisfaction of the council; advances made by the council towards cost of works necessary for rendering house fit for human habitation; date reference to demolition order where undertaking not given or broken, (form 5 or 5A); reference to notice to occupier, (form 8); reference to closing order made in lieu of demolition order, (form 9 or 10); number of persons in each family in case of back to back housing to be converted; number of working class residents required to be displaced; reference to certificate of authorized officer re number of working class residents; whether closing order determined by council or determination refused; reference to order determining closing order, (form 11) or notice of refusal to determine closing order, (form 12); decision of court where appeal made against demolition or closing order; date of displacement of persons; reference to certificate of authorized officer; reference to notice of intention to cleanse buildings from vermin, (form 6); reference to notice to proceed with demolition after building cleansed from vermin, (form6A); date of demolition completed and by whom completed; net expenses recoverable from or paid to owner; expenses recovered; and other information often including re-housing address.
The displacement register is arranged chronologically by date of demolition or closing order. Each entry comprises a reference number, address or situation of dwelling, a code to give reason of displacement [a - houses in clearance areas, b - houses in redevelopment areas, c - unit houses not in clearance or redevelopment areas, d - unfit houses owned by the council, e - designated camps or other unsatisfactory temporary accommodation]; statutory power or brief description of method of proceeding; if unfit dwelling reference to Medical Officer of Health certificate; result of action taken; description of clearance or redevelopment area in which dwelling was included - title and date of making demolition order or closing order; date and reference of minister's confirmation of order; names of families displaced, date of displacement; reference to authorized officer's certificate as to families displaced; address of where re-housed; other particulars.
