DescriptionThe case for the opinion relates to whether the expenditure ordered by the sub-committee are binding to the general body of the commissioners; whether the minutes of the board that said the report of the sub-committee was read and confirmed are conclusive; and whether the costs of an intended application to parliament for additional powers can be deemed costs of executing the existing powers of the Improvement act.
