DescriptionThe post of Medical Officer of Health was a requirement of the 1872 Public Health Act. Bushell Anningson the first holder of this position was appointed in May 1875, following a delay caused by negotiations between the Commissioners, University and Corporation regarding whether his salary could be considered an expense payable out of the rates. He was responsible for investigating the cause and spread of diseases, in particular outbreaks of infectious diseases within the district and reporting them to the Urban Sanitary Authority and the Local Government Board; conducting inspections of the district to identify conditions injurious to health; advising on regulations and legislation relating to Public Heath; overseeing the Sanatorium or infectious diseases hospital; superintending the work of the Inspector of Nuisances; examining any produce which could be diseased; examining plans of proposed new buildings; providing reports on the public health of the district and preparing an annual report; keeping records of his visits and findings; and attending meetings of the sanitary committee.

The first Inspector of Nuisances, Thomas Cross was appointed in Aug 1849 in response to the Nuisance Removal and Diseases Prevention Act, 1848. He was responsible for identifying any breach of bye-laws or regulations, reporting them to the Urban Sanitary Authority; he inspected shops and businesses, taking samples of possible contaminated produce; and reported any sign of the spread of disease to the Superintendent Inspector appointed by the Board of Guardians. Once a Medical Officer of Health had been appointed in May 1875 he reported directly to him.

This series consists of details of the duties of the Medical Officer of Health, Mar 1888; letters and notices of precaution relating to the spread of Cholera, 1884; a letter about the involvement of the Medical Officer of Health in parliamentary legislation, 1887; a return of numbers of dwellings in the Borough listed under the Artisans dwelling act, 1888; a circular relating to provisional orders under the Public Health Act, 1889; and nuisance orders issued by the Inspector of Nuisances, 1860-1889.
