Description	The opinion outlines that the maintaining of sewers and the construction of new works was not an expense that the University was liable to pay at the time of the passing of the Public Health Act, 1875 or the Cambridge Award Act, 1856. The Commissioners must therefore exclude these expenses from the University quota.
