TitlePolicy and Resources Committee 1973-1981
DescriptionThe purposes of the committee were (1) to guide the Council in the formulation of its corporate objectives and priorities, (2) to review the standing orders and financial regulations, (3) to review the effectiveness and levels of service of the Council's work, (4) to submit reports on new policies or changes in policy, (5) to allocate the financial, staffing and land resources of the Council, (6) to review the operational and management processes of the Council, (7) to fill casual vacancies on committees or other bodies, (8) to exercise the Council's powers and duties relating to refuse disposal, (9) to deal with all boundaries, electoral divisions and parliamentary matters, and (10) to exercise the Council's powers and duties relating to civil defence and war.

From its creation in 1973 the committee had three permanent sub-committees to which relevant powers and duties were delegated: the Finance and Review sub-committee 1973-1979 (see CC7/M2/2), the Land and Buildings sub-committee (see CC7/M4/1), and the Personnel sub-committee (see CC7/M2/4). Matters which did not fall neatly into the terms of reference of these sub-committees or which were contentious were dealt with by the Policy and Resources Committee itself. In addition the Committee set up a Purchasing sub-committee which dealt with matters relating to the central purchasing of goods across the entire authority (see CC7/M2/3).

In 1979 the Finance and Review sub-committee was renamed the Finance sub-committee (see CC7/M2/2). A new Administration sub-committee (see CC7/M2/30) was set up in the same year.

In 1981 the Policy and Resources Committee was dissolved and was replaced by the Policy Committee (see CC7/M2/12) which set up a new sub-committee structure.
