TitleEducation Committee 1973-1997
DescriptionThe committee, a statutory one, was established in 1973 by the shadow authority. The committee exercised all the powers and duties of the County Council (1) as local education authority for Cambridgeshire, (2) under all acts and regulations in relation to the superannuation of teachers, (3) under any enactment relating to the employment of children, and (4) relating to school crossing patrols.

In practice all matters were delegated or referred to the relevant sub-committees as much as possible, leaving the Education Committee to deal with changes in policy or with proposals that were controversial. The three original permanent sub-committees in 1973 were: the Primary and Special Purposes Sub-Committee (see CC7/M5/2); the Secondary and Further Education Sub-Committee (see CC7/M5/3); and the Finance and Buildings Sub-Committee (see CC7/M5/4). These sub-committees had delegated powers. In addition there was a fourth sub-committee from the end of 1976, the Estimates (later Estimates and Budget) Sub-Committee (see CC7/M5/9), which dealt with strategic budgetary issues and which could submit recommendations up to the Education Committee but had no delegated powers.

All these sub-committees were further restructured from time to time. The Committee also set up temporary or ad hoc working groups to research and report back on potentially contentious matters. The minutes of some of these working groups can be found in CC7/M5/8. Matters relating to the employment of teachers were not the responsibility of the Education Committee but were instead the responsibility of the County Council's main Personnel sub-committee (see CC7/M2/4).

In 1981 the Education Committee took over all matters relating to libraries and museums, following the dissolution of the Leisure and Amenities Committee (see CC7/M8/1). It delegated libraries and museums matters to the Libraries and Museums sub-committee (see CC7/M8/4). The sub-committees were now: Estimates and Budget sub-committee; General Purposes sub-committee; Libraries and Museums sub-committee; Primary and Special Education sub-committee; Secondary and Further Education sub-committee.

In 1985 the Committee's sub-committee structure was entirely overhauled. The new sub-committees were the Schools sub-committee (see CC7/M5/18), the Further and Community Education sub-committee (see CC7/M5/15), the Libraries and Museums sub-committee (see CC7/M8/4), and the Education Resources sub-committee (see CC7/M5/16).

In 1989 there was a Council-wide cull of sub-committees. Most Education Committee sub-committees were dissolved, but some matters were discussed by dedicated Working Groups or Service Advisory Groups which then reported their recommendations up to the Education Committee.

In 1997 the Education Committee was dissolved and was replaced by the Education Libraries and Heritage Committee (see CC7/M5/14).
