DescriptionThis charter confirms the second charter of Richard II, 1381 (HB1/1/4). In addition, the burgesses are entitled to enjoy and make use of all the liberties previously granted to them, even those they have not hitherto made full use of.

Bishop of Exeter, Chancellor; Edward Duke of York; Henry Percy of Northumberland, Constable of England; Ralph Nevill of Westmoreland, Steward of England; John Somers, Chamberlain; Thomas of Worcester, Steward of the Household; Earls: Laurence Allerthorpe, Treasurer; William Roos de Hamelak; Reginald de Gray of Ruthyn; William de Willoughby; Thomas Langley, Keeper of the Privy Seal; and others.
