DescriptionLord Derby is wrong to say the 'right of asylum' is in question. Presidents Davis and Lincoln have acknowledged the parties as belligerents. He has studied these questions all his life but his constituents are ignorant of the facts. It is better to do as he has done and resolved on action without consulting them. He has spurned all offers of help to avoid being committed to a course of 'villainy and dishonour'.
