DescriptionHe is glad to hear that the idea of the ballot is not so shocking to the British mind as it once was. They shall presently require improvements in the administration of the institution. Recruits come in fairly but many of those who enlisted in 1857 will be discharged this year. The press have so abused the military profession and the Chancellor is not free with his money. Reorganisation will involve more expense.
