Concludes that Kelly, the Senior Lieutenant, has made such good use of his time at Dover that he will be able to command a company. Henry Thornhill is the senior 2nd Lieutenant. Bugler Snelling and his wife are to have Worley's room for the time being. Has written to Bigmore to tell him of the intention to appoint him to the staff, under certain stipulations.
