DescriptionMaking a complaint against Mr. Lloyd the Adjutant. States that he applied to Lloyd to allow Mr. Heylar to take his duty this day as he has some business to arrange: Lloyd refused the request and thus caused much inconvenience to him. States the authorities which he believes support his case for the allowing of a substitute. Wishes to be informed if there is a new rule to allow no substitutes.
